Local reporting called it the worst flooding in the city's 250-year history, with downtown streets turned to rivers and San Marco homes flooded. Upriver, Black Creek reached a record flood stage of 30.52 feet, illustrating the basin-wide exposure that still defines flood risk conversations along the St. Johns today.

Hurricane Milton, surge and king-tide warnings

Milton largely spared Duval County the outages Helene had caused two weeks earlier, with JEA reporting fewer than 500 customers without power by mid-morning on October 10, peaking around 2,135 outages. Even so, the National Weather Service warned of continuing storm surge risk of 3 to 5 feet on the coast and 2 to 4 feet in the St. Johns River basin as the storm's center passed offshore, compounded by a king tide, and the Jacksonville Sheriff's Office issued flooding warnings for the afternoon high tide.

Jacksonville Property Stock

Jacksonville's property stock is genuinely heterogeneous. The Riverside Historic District, one of the largest National Register historic districts in the country, spans construction from 1871 to 1935 across more than 30 subdivisions, grown largely after the Great Fire of 1901 displaced thousands of downtown residents. San Marco began in 1925 as a Mediterranean-inspired planned community along the St. Johns River. Alongside that historic urban core sits a modest, older housing stock overall, a median home size of 1,560 square feet, and a major industrial and commercial corridor at Cecil Commerce Center, a 17,000-plus-acre former Naval Air Station now zoned for large-parcel industrial and commercial development.

New-home permitting in the metro has been declining, down 25 percent in 2023 to about 11,400 units after an earlier 15 percent decline from a recent peak, meaning older stock makes up a growing share of the properties carrying claims. Each era carries different issues: matching and code compliance on Riverside, Avondale, and San Marco's century-old homes, and large-parcel scope and business-interruption documentation on Cecil Commerce Center's industrial and commercial buildings.

Duval County carries roughly three times the Citizens Property Insurance exposure of neighboring St. Johns County: 14,818 personal-residential policies in force as of the end of 2024, with about $2.6 billion in total exposure, against St. Johns' 4,431 policies. Statewide, Citizens' policy count dropped below 1 million by late November 2024, largely through the Citizens Depopulation Program moving policies to private carriers, a shift Duval policyholders are living through directly.

Starting in 2025, Florida law requires many Citizens policyholders to carry separate flood insurance even outside a designated high-risk flood zone, a rule that matters directly for St. Johns River-adjacent Jacksonville neighborhoods, since a standard homeowners policy generally does not cover flood losses. That wind-versus-flood coverage gap is exactly what made Irma's record river flooding such a defining event for how Jacksonville claims get built and defended.
