Santa Rosa Beach is not a city. It is an unincorporated community in Walton County whose ZIP code stretches from the east side of Miramar Beach to the west side of Seagrove Beach and takes in the 30A beach communities, including Grayton Beach and Seaside. There is no town hall to call after a storm: permits, floodplain determinations, and substantial-damage inspections all run through Walton County.
This coast has taken some of the highest water in Panhandle history. NOAA estimated Hurricane Opal's storm surge in October 1995 at as much as 15 to 20 feet just east of Miramar Beach, and Hurricane Ivan in 2004 stripped dunes along the entire Walton shoreline. Hurricane Opal
NOAA estimated Opal's surge as high as 15 to 20 feet just east of Miramar Beach, listed Miramar Beach among the hardest-hit towns in Florida, and named Walton among the hardest-hit counties. Across the region, 3 to 5 feet of sand was deposited in some beachfront homes and businesses and 20-foot dunes were laid flat.
Hurricane Ivan
Florida DEP found major beach and dune erosion along the entire Walton County coast. Seaward of the coastal construction control line, 7 multi-family buildings were destroyed or majorly damaged and 49 more had moderate to minor damage, and DEP flagged homes in Dune Allen, Blue Mountain Beach, Grayton Beach, Seagrove, Seacrest, and Inlet Beach left within feet of newly eroded dune bluffs.
Hurricane Sally
Sally's rainfall reached over 20 inches near the Okaloosa and Walton county line. Local reporting described road closures as Walton County's biggest problem as floodwater covered roads, with some Santa Rosa Beach roads completely flooded after about 36 hours of rain.
Walton County caps building height in its unincorporated areas at four stories of habitable space or 50 feet, whichever is less, and sets lower limits in places such as Grayton Beach. The practical result is a coast built low and spread out, with homes, planned communities, condominium buildings, and resort properties along 30A and US 98 kept under that ceiling rather than stacked into tall towers.
That pattern changes the shape of a claim. An HOA or resort community may carry dozens of separate roofs and building envelopes instead of one, each one hit a little differently by the same wind, and Ivan showed how close much of this development sits to the dune line. A storm claim here is often a count of many structures, each documented on its own.
Walton County holds a Class 6 rating in the National Flood Insurance Program's Community Rating System, effective October 1, 2018, which provides a 20 percent discount on new or renewing flood policies for properties in the Special Flood Hazard Area. That discount helps, but it does not change the basic split every coastal owner faces: wind damage goes to the property or wind policy, surge damage generally to flood coverage, with separate limits and deductibles.
Statewide, Citizens Property Insurance policy counts have fallen to their lowest level since 2019 as private carriers return. Florida's Hurricane Michael claims data also showed commercial property claims closing far more slowly than homeowner claims, 62.4 percent against 83.4 percent nine months after landfall, a pattern association boards and resort owners here should plan around.
What is different about repairing damage in Santa Rosa Beach.
Insurance policies are statewide. The rules that govern the repair are not. These are the local requirements that change what a Santa Rosa Beach property owner can do, and what a claim has to cover.
Walton County inspects for substantial damage and requires an appraisal
Walton County treats a building as substantially damaged when restoring it would equal or exceed 50 percent of its pre-damage market value, and also when flood damage occurs twice in ten years averaging 25 percent or more of market value. A current market value appraisal and a licensed contractor's construction estimate are required, the county floodplain manager inspects the damage, and a non-compliant building found substantially damaged must be elevated to base flood elevation plus one foot. The county page also describes a ten-year cumulative period for improvements; Florida SB 180 (2025) restricts cumulative look-back periods, so confirm current application with the floodplain manager.
