Hurricane Nicole came ashore as a Category 1 hurricane just south of the city on November 10, 2022, with winds up to 75 mph, offshore waves near 19 feet, and above-normal tides that stripped 10 to 30 feet of dune off most county beaches, including a recorded 19.2-foot average dune retreat and 50,200 cubic yards of sand lost at Sector 4 alone. Two years later, one of only three EF3 tornadoes statewide touched down at Lakewood Park, just outside Vero Beach, during Hurricane Milton's historic October 2024 outbreak, an event county officials called one of the worst tornado outbreaks in the area's modern history.

Hurricane Nicole landfall and erosion

Nicole made landfall as a Category 1 hurricane just south of Vero Beach with winds up to 75 mph, heavy rain, and above-normal tides that drove severe beach erosion and flooding. Offshore wave heights reached nearly 19 feet, most county beach areas lost 10 to 30 feet of dune, and Sector 4 recorded an average dune retreat of 19.2 feet with 50,200 cubic yards of sand lost above mean high water. Florida received more than $196.6 million in federal disaster assistance tied to the storm.

Hurricane Milton tornado outbreak, Lakewood Park

The Lakewood Park-Vero Beach tornado was one of only three tornadoes statewide to reach EF3 intensity during Milton's historic outbreak. Indian River County officials called it one of the worst known tornado outbreaks in the area's modern history, with four confirmed tornadoes touching down in the county, snapping a tree at the Vero Beach Police Department, and damaging the COMO Oil and Propane gas station and Pocahontas Park. Two people sustained non-life-threatening injuries.

Hurricane Ian, regional context

After crossing Florida from the southwest, Ian re-emerged over the Atlantic and regained tropical storm strength roughly 25 miles north-northeast of Cape Canaveral, passing near the Vero Beach and Melbourne coastline before continuing toward South Carolina, part of the broader storm activity Indian River County absorbed that season.

Vero Beach's barrier island saw a defined condo construction boom in the 1970s and 1980s: Vista Del Mar, built 1972 to 1973; Ocean Club, its first two phases built in 1971 and a third in 1973; The Village Spires, twin 13-story pre-code towers built in 1973 that remain the tallest buildings in Vero Beach at 104 units; and Caledon Shores, a 45-unit low-rise built in 1981. The 17th Street, or Alma Lee Loy, Bridge, completed in 1977, was the second span connecting the mainland to the barrier island and spurred much of that development.

That construction era means Florida's SB 4-D milestone inspection law applies directly to a large share of Vero Beach's barrier-island condo stock, and local engineering firms actively market milestone-inspection services in the city as a result. Buildings from that boom are old enough to face structural review on the same schedule their storm and erosion claims are being fought.

Indian River County carries 10,074 Citizens Property Insurance policies in force, and the Treasure Coast, Indian River, Martin, and St. Lucie counties, is characterized as a big-volume, high-rate tier for Citizens policies. Since 2022, private carriers have non-renewed or surcharged aggressively on the county's barrier-island properties, and private wind-only and surplus-lines policies, once rare, are now common in Vero Beach.

County average premiums run $3,000 to $4,800 a year, varying with coastal proximity, one of the more volatile rate environments on the Space and Treasure Coasts. With carriers this quick to non-renew or surcharge, a barrier-island claim that is not fully documented is one a homeowner or association can least afford to leave money on the table for.
